Peace Secretariat for Muslims (PSM) has written to the Elections Commissioner requesting him to ensure that the forcibly evicted Northern Muslims are able to exercise their right of franchise at the upcoming Presidential elections in January. The PSM in its letter brings to the notice of the Elections Commissioner that there are confusions and delays in the registration of voters due to the ad hoc resettlement process and as a result the expelled Muslims who are living in the Puttalam and Kurunegala Districts may not be able to exercise their right of voting.

PSM urges the Election Commissioner to give utmost priority to this matter to rectify the situation and has made the following recommendations:

  1. Extension of period granted for application by at least one week.
  2. Make available100 enumerated latest voters’ registration books in Puttalam through Grama Niladharies.
  3. Setting up a direct monitoring mechanism by the Election Commissioner to ensure that the IDPs are afforded the opportunity of fulfilling the requirement in order to be eligible to exercise their rights of franchise in the forthcoming election.

The full text of the letter addressed to the Elections Commissioner reads as follows:

Presidential Elections 2010- Registration of Expelled Muslims from North who residing in Puttalam

Peace Secretariat for Muslims (PSM) wishes to bring to your notice that the displaced Muslims who live in the Puttalam and Kurunegala Districts face several problems with regard to exercising their right of franchise at the Presidential Election. Representations have been made to PSM to the effect that the ad hoc resettlement programmes have caused confusion and delays in the registration of voters. Additionally administrative and procedural problems too have affected the timely registration.

In the circumstances, the PSM would like to recommend you to take appropriate action to ensure that the Northern Displaced Muslims would be able to exercise their right of franchise at the Presidential Election.

  1. Extension of period granted for application by at least one week.
  2. Make available100 enumerated latest voters’ registration books in Puttalam through Gramaniladharies.
  3. Setting up a direct monitoring mechanism by the Election Commissioner to ensure that the IDPs are afforded the opportunity of fulfilling the requirement in order to be eligible to exercise their rights of franchise in the forthcoming election.

The PSM sends this appeal to you with great confidence that you would give utmost priority to this matter to rectify the situation.
